Commissioned and financed before the Great Market crash of 1929, its construction benefited from depressed labor and material cost leading to completion under budget in spite of the magnificence of its materials, workmanship and art all in celebration of what man can aspire to be

There is no doubt its construction at the beginning of the great depression sent a signal that St Paul was moving forward. The economy and the world huddled in fear while St Paul Ramsey County built new and reached for the sky

There is sublime excitement when the human experience escapes the managed control of the expected. We are forced to reach to the depths of our soul to seek explanation for the sensory assault which envelopes us in this most exciting essay on the power of form. With an awakening of the deeper corners of human experience the public is challenged to seek out more than mere existence even as they attend to the most administrative nuisance of communal life.

If this is who we were, than it is who we are, and we must be proud of who we will someday be.
