Wilbur Foshay made a fortune building up two utility companies when he built the Foshay Tower in 1929. He was in the process of building a third company, and he planned to headquarter this new company in his new tower. He also planned to live in the tower: He had a lavish personal residence built within the Foshay.

The dedication party was an extravegant affair, and Foshay flew people in from all over the country to attend. John Philip Sousa wrote a march for the occasion, and he conducted music at the party. Foshay's check to Sousa bounced some months later as the stock market crash of 1929 sent Foshay's property into receivership.
